Location: Tashkent (Uzbekistan)

Our Client is leading Japanese integrated investment group. Operating across the Middle East and Africa, the company focuses on a diverse range of sectors including power infrastructure, energy (including renewables), transportation systems, and metal products. They are actively involved in the development, financing, and operation of large-scale infrastructure projects such as power plants, water desalination facilities, and railway systems often in partnership with governments and private sector entities.

Role Overview

The Chief Financial Officer will be reporting directly to the Executive Managing Director of the project company, the main responsibility of the CFO is to ensure compliance with financial standards and tax laws, enforce corporate governance, provide operational efficiency with reliable IT/ERP systems and establish suitable reporting and forecasting systems for sound decision-making.

The CFO is in charge of the company budget preparation and adherence, achieving the target margins. The CFO ensures the business operates according to the best financial practices and is in line with corporate requirements and various local regulations.

Principal Duties and Responsibilities

  • Develop and execute the financial strategy and long-term financial planning, in alignment with the company's vision and objectives.
  • Oversee accurate and timely financial reporting, and communicate financial results to the board, investors, and other stakeholders.
  • Oversee project financing initiatives, including securing capital for new energy projects, evaluating debt and equity options, and managing relationships with financial institutions and investors.
  • Manage capital allocation, investment strategies, and financial resources to optimize returns while minimizing risks.
  • Implement comprehensive risk management strategies and policies identifying potential financial risks and developing mitigation plans.
  • Lead budgeting and forecasting processes, working closely with department heads to ensure alignment with corporate objectives.
  • Manage cash flow, banking relationships, and debt financing while optimizing working capital.
  • Ensure compliance with all financial regulations, accounting standards, and tax laws. Build and lead a high-performing finance team, providing mentorship, coaching, and professional development opportunities.
  • Coordinate internal and external audits to ensure compliance with auditing standards and regulatory expectations.
  • Communicate financial performance, risks, and strategies to the board of directors and other key stakeholders.
  • Implement and maintain best international standards of asset, liability, capital and liquidity management.

Academic degree and Experience

  • Bachelor's degree in finance, Accounting, or a related field. A master's degree or relevant professional certification (e.g., CMA, CPA, CFA) is highly desirable.
  • Proven experience as a Group CFO or in a similar executive finance role, 10+ years.
  • Industry: Preferably Energy Sector or oil field services.
  • Working effectively in a team-oriented and collaborative environment.
