Role: Manager - Sourcing

Our Client is a leading UAE utility, which owns and operates power and water transmission and distribution assets.

Main Purpose of Role
Lead the overall activities of Sourcing including the implementation of end-to-end tender process (from receiving requirements from end user to tender preparation to shortlisting suppliers and sharing Letter of award). Management, identification of opportunities for cost optimization and efficiency through strategic partnerships and establishment of framework agreements as well as foster relationships with vendors/ suppliers.
Key Responsibilities
- Initiate and monitor the annual procurement plan
- Work closely with internal stakeholders to understand their procurement needs and align sourcing strategies with category strategies and operational requirements. Oversee the procurement process from requisition to delivery, ensuring timely and accurate fulfillment of orders
- Review the sourcing strategies, qualified list of bidders, and tender documents, ensuring timely issuance of tenders to the approved bidders in coordination with the relevant departments/ sections
- Manage the communication with bidders during the tendering process, incl. pre-tender meetings and post-bid clarifications to ensure effective and timely communication
- Direct the opening of submitted bids, ensure technical evaluation is conducted by the stakeholders as per the approved policy and processes
- Conducts and supervises the commercial evaluation of the bids and facilitates post-tender clarifications with the bidders
- Supervise the conduct of market research, lead negotiations and review letters of award
- Ensure the complete and timely handover from sourcing to contract management, and effective contract initiation
- Analyse procurement costs and identify opportunities for cost savings through strategic sourcing
- Ensure sourcing activities comply with client policies, regulations, and industry standards
- Identify potential risks in sourcing and develop strategies to mitigate them
- Maintain up-to-date knowledge of industry trends and regulatory changes that may impact sourcing activities
- Prepare reports on sourcing activities and cost savings for management review
- Utilize data analytics to drive decisions and improve sourcing efficiency
- Supervise and providing support, continuous guidance to employees regarding their roles and job tasks, and constant follow-up of their performance
- Ensure that employees carry out the required tasks in accordance with established procedures
- Work to present initiatives that will contribute to developing the performance of the Business Unit/Division/department/section and employees and ensure their implementation
- Promoting the concept of institutional sustainability among the team and motivating them to participate in submitting proposals that serve the activities of the directorate/department/section in line with the strategic directions of the client
- Ensuring that practices are compatible with corporate excellence standards and ensuring that all necessary excellence requirements are provided
- Applying behavioral rules in accordance with professional standards and general ethics
- Implementation of any assignments or tasks assigned by the line manager.
Experience, Qualifications & Requirements
Academic Degree:
- Bachelor's degree in business administration, Supply Chain Management, Finance, or a related field.
- Relevant certifications (e.g, CPSM, CIPS) are a plus.
Experience:
- 6–8 years of experience in sourcing, procurement, or supply chain management (or 2–4 years if holding a Master's).

- Proficient in supply chain management software and tools.
