Our client is a leading energy provider committed to expanding energy-efficient baseload generation capacity in Uzbekistan, with a particular focus on sustainable infrastructure development. They have spearheaded multiple high-impact projects, including a $1.2bn project of 1,560 MW combined cycle power plant in Uzbekistan, which will supply power to over 3 million households, while achieving sustainability goals. Our client prioritizes transparency, ethical standards, and fostering strong partnerships with business entities, employees, and local communities.

Purpose of the Role

The candidate will manage the overall engineering, construction, installation, and commissioning of the project asset until the commercial operation date. The objective is to deliver the asset in line with the Zero Harm objective, within the approved budget, required quality, and agreed timetable.

Role & Responsibilities

  • Health & Safety Management: Actively support and apply the project Health and Safety policy and procedures to achieve Zero Harm. Provide leadership and personal commitment to achieving project Health and Safety objectives.
  • Construction Planning: Plan for construction activities (including related logistics). Ensure constructability reviews of the design are carried out at all stages. Input construction and logistics constraints into the project execution plan, including the schedule.
  • Permitting and Authorizations: Coordinate with EPC and legal support to ensure all permitting and authorizations are delivered on time. Ensure proper coordination for permits and consents with EPC/Owner.
  • Quality Control: Ensure proper quality control is exercised on all construction activities and checks are carried out as per inspection plans before constructed parts are hidden.
  • Worker Mobilization: Ensure worker mobilization is properly planned, including visa and administrative requirements.
  • Project Delivery: Responsible for the delivery of the asset within the approved budget, schedule, quality, and project specifications. Supervise and coordinate all design, construction, and installation-related contracts (EPCI Contracts, equipment, local base & accommodation, and related service contracts) from technical, legal, contractual, and commercial perspectives.
  • Interface Management: Manage interfaces between packages operationally, including synergies for logistics, segregated work areas, and physical interfaces. Manage interfaces with UzTransGas NEGU for technical matters.
  • Risk Management: Ensure that major risks associated with project construction and commissioning are managed effectively.
  • Permitting Coordination: Ensure proper permitting coordination, ensuring all permits and authorizations are obtained for the smooth continuation of the project.
  • Construction Resource Planning: Ensure the construction resource plan is in accordance with the project's objectives and needs.
  • Stakeholder Management: Act as the key interface and manage day-to-day relationships with all stakeholders.
  • Reporting: Provide appropriate reporting to the Project Director (CEO) as per project procedures on construction progress and issues. Chair the Technical Committee and provide regular updates.
  • Contract Supervision: Supervise all contracts related to design, construction, and installation, ensuring they align with technical, legal, contractual, and commercial requirements.
  • Logistics Planning: Ensure logistics constraints and planning are factored into the execution plan, including mobilization of workers and equipment.
  • Commercial Oversight: Oversee the commercial aspects of construction activities, ensuring cost control and budget adherence.
  • Risk Mitigation: Implement risk mitigation strategies to manage project-related risks during construction and commissioning.
  • Technical Supervision: Supervise and coordinate the technical aspects of the project, including engineering and design elements, ensuring compliance with project specifications.
  • Handover Preparation: Prepare, with the support of the COO, the handover of the asset to the Asset Management team at the PPA execution dates.
